Summary of Position

Under general direction of the Chief Procurement Officer and/or other designated supervisor, to manage and support the Director of Procurement Business Operations of the University System of New Hampshire through effectively coordinating the procurement of goods and services. The Director for Procurement Operations will lead a team of individuals responsible for delivery of world-class customer service to campus stakeholders in matters relating to the procurement or sale of goods, services and equipment in accordance with USNH policies and procedures. This position is located at UNH in Durham, NH.

Other minimum qualifications

Bachelor’s degree, in a business or financial oriented curriculum. Preferably a Master’s Degree in Business Administration (MBA).

Qualified Candidates will preferably have a valid certification by the Institute for Supply Chain Management. as a Certified Professional in Supply Management (CPSM) credentials AND five years of significant contract management experience, preferably in a large multi-faceted higher education or governmental organization, including three years of progressive technical skill enhancement.

Knowledge of contract related activities including: negotiations, legal, regulatory, operational, finance and relationship management.

Strong negotiating skills.

Objectivity, good judgment, and interpersonal skills sufficient to effectively communicate with users, business offices, vendors, and other involved parties.

Knowledge and understanding of Uniform Commercial Code, NAEP Code of Ethics as well as related Federal and State Laws to include hazardous waste and minority vendor statutes.

Administrative and supervisory skills.

Demonstrated experience with ERP systems, and E-Procurement tools.

Automation and computer skills.

Duty/Responsibility

Procurement Operations:

Be responsible for day-to-day management of Procurement Operations functions, including supervision of staff.

Review and approve requisitions within delegated basic authority for the purchase of goods, services and specialized commodities, including review for appropriateness of purchase, accuracy, clarity, authorization, and budget requirements.

Manage compliance with USNH Procurement Policy including: Policy interpretation and Review, Policy enforcement, Review and approval of Exceptions to Bid.

Manage the disposal of surplus property. Insure that necessary property control steps are implemented.

Duty/Responsibility

Campus Outreach:

Develop strong collaborative relationships with key internal stakeholders to support the procurement of goods and services.

Act as procurement subject matter expert in consulting with the business units on all aspects of procurement, including, contract review, vendor management, procurement policies, and best practices.

Develop strong partnerships with Procurement Operations, Strategic Sourcing Management, and General Counsel.

Duty/Responsibility

Operational Support:

Be responsible for day-to-day management of procurement contract management functions, including supervision of staff.

Be responsible for major system projects and strategic sourcing initiatives as assigned.

Review, authorize and process within delegated basic authority routine payment approvals, exceptions to bid or purchase orders for non-bid transactions.

Assist in the hiring of purchasing personnel, and in the training and supervision of clerical and support staff.

Maintain necessary files/records as required.

Perform related duties as assigned.
