Summary of Position

Under general direction of the Senior Strategic Sourcing Manager and/or other designated supervisor, to support the procurement of goods and services through the application of strategic sourcing techniques, process management, supporting and counseling campus stakeholders in matters relating to the procurement of goods, services and equipment at the best possible value and in accordance with University System policies and procedures.

Other minimum qualifications

Bachelor’s degree, preferably in a business or financial oriented curriculum or certification by the National Associate of Purchasing Management, Inc. (C.P.M.) or Certified Professional in Supply Management (CPSM) credentials AND five years of significant purchasing experience, preferably in a large multi-faceted higher education or governmental organization, including three years of progressive technical skill enhancement in one or more major system/project fields.

Administrative and project management skills.

Knowledge and understanding of Uniform Commercial Code, NAEB Code of Ethics as well as related Federal and State Laws to include hazardous waste and minority vendor statutes.

Demonstrated experience with ERP systems, and E-Procurement tools

Automation and computer skills.

Duties / Responsibilities

Job Duties



Analyze spend data, internal requirements, and external supply markets to develop strategic sourcing strategies and plans aligned with the business goals.

Manage complex sourcing projects utilizing robust multi-step strategic sourcing process and lead contract negotiations that optimize value to the company.

Assist users in developing technical specifications by providing previous bid specifications, making contact with outside consultants, manufacturers, architects, legal/insurance counsel and vendors, and coordination with appropriate administrators.

Conduct research and analyze the supply marketplace, maintain working knowledge of business trends including industry issues, cost drivers, global pricing, market conditions, and economic indicators.

Perform complex financial and cost analysis, projects and financial evaluations of bid proposals and suppliers financial strength.


Supplier Management:

Leverage existing technologies to support the sourcing process and identify additional technology needs to augment specific categories where applicable.

Conduct supplier business reviews with strategic suppliers that include supplier performance reviews, technology roadmaps, business growth strategies and supply market changes.


Campus Outreach:

Develop strong collaborative relationships with key stakeholders to strategically manage spend.

Advise Business Unit staff in expert/technical matters and coordination with Procurement Services staff.

Develop strong partnerships with Procurement Operations, Contract Management, and General Counsel.


Operational Support:

Participating in continuous improvement initiatives using tools such as LEAN.

Maintain necessary files/records as required.

Perform related duties as assigned.
